The server on the laptop does not see what is the reason?

There is a laptop and 2 PCs, everyone has win 10. Router zyxel viva all PCs are connected via cable. ISP static IP. All ports are open on the router, PC and laptop. Setting up an antivirus on a laptop is a complete copy of the PC. Essence of the question: I create a server on any PC, everyone sees it, including the laptop, both locally and not locally. As soon as I launch it on the laptop, no one sees it, not locally, not like in general, and even the laptop itself. The server files are all the same. Before that, the laptop had vin7 thought this was the reason, demolished and installed vin10, it did not help. What could be the reason?

What is the problem with the network settings associated with the laptop. If the router cuts off all access to the laptop, will it be the same?
Most likely, that with port forwarding it can be on the router. Not enough information
