How to force the provider not to block the entire IP, but only the site?

There is a provider, there is internet. There are resources that open at a time from mobile / work / other places. And those that are blocked are blocked at a time. There is an RKN that requires ISPs to block websites in most cases, not IPs. But here are some particularly diligent providers think otherwise.
They stupidly ban the entire IP address... and after my correspondence with them, I found out that they don't care about me either. But that's not the point... It's about how to force them to change their position to the provider, think about the client and still make their own DPI?

The provider does not block websites and IPs on its own. This is an automated process that involves specialized software and a dedicated server. Block lists come directly from the RKN and the provider does not participate in any way in their formation and does not have the ability to edit them.

Change provider. Or like everyone else - use a van / proxy directly on the router)

No way. You have no means of influencing the provider, since all your relations with him are limited by a service agreement.
Your ISP doesn't care about your opinion .
