Problems at the beginning of the path of learning a programming language?

Good evening.
Started learning php. At the very beginning, everything was going well, but having advanced not far from the beginning, I ran into a problem when I look at the tutorial or read the documentation, everything seems to be clear. As soon as I start solving some problem on a topic I have just studied, I start to get very stupid, as a result, without solving the problem, I look at the solution, explanation, and everything seems to be clear, but I myself can’t get to that either ..
I read a lot of questions related to php , and with other programming languages, everywhere they write that it is necessary to constantly practice, but nowhere in the questions have I seen that someone has the same problems with completing tasks. Maybe someone faced this at the beginning of their journey and can give good advice?
I did not choose the programming language, it so happened that at work they said to figure it out and that's it. There are no other job options. Before that, I had no experience with programming. I know html and css at an elementary level.

This is called the illusion of competence. Figuratively speaking, you watched a boxing lesson and memorized the movements, but you have neither developed reflexes, nor developed muscles, nor endurance, and you are instantly knocked out in the ring. It is solved by practice and changing video lessons to textbooks.

If you already know the basics of PHP, HTML, CSS, then I recommend that you further hone your skills, knowledge and solve real problems in practice. For example, I once started with real working projects, various website and forum engines, frameworks, figured out how they work, made modifications, plugins, snippets, themes, etc.
