Problem with timeweb hosting. Writes no space, only about 10% of the total is occupied, what can be?

Problem with timeweb hosting. I'm trying to upload the site to the hosting, it gives an error - there is no space, I delete any file from the server and lets me download as much as I like, suppose I deleted a 1 mb file, it lets me download at least 100 mb, after a while everything repeats until you delete something, not allows to load. The total size of the hard drive is 10GB, occupied somewhere around 900 MB in total. Who can help?

the limit is exceeded sometimes, in fact, the number of files and folders has exceeded the limit, it's not the size of the files, but their number.

Maybe it's filesystem quota or ftpquota?
