Problem with Steam Trade API, what should I do?

I installed the Steam Trade library for php ( https://github.com/halipso/php-steam-tradeoffers) and encountered the error "Error: SSL certificate problem: unable to get local issuer certificate". What to do? Perhaps you need to get an SSL certificate for localhost?
