The location of the shortcuts is remembered only in case of a correct reboot. If the computer was restarted abnormally or the Explorer process (explorer.exe) was killed, then the location of the shortcuts will not be remembered. Also, the location is not remembered if you delete the hidden desktop.ini file
Try after changing the location of the shortcuts, log out of the user account (exactly logging out and not blocking) - the location of the shortcuts should be remembered
Try to create a new user and go under it and check how things are going there. If it works fine, then it's in the kosyachny profile. From under the admin account, go to C:\Users and add some symbol to the folder with the name of your regular user. For Windows to lose it. After that, log in again under your user - you will get a clean profile, though empty too. Files can simply be copied from the old profile. Well, the application settings will have to be done again.
