No matter how you change the settings and the location of the file icons, after a reboot, all settings and the location of the icons are reset.

The location of the shortcuts is remembered only in case of a correct reboot. If the computer was restarted abnormally or the Explorer process (explorer.exe) was killed, then the location of the shortcuts will not be remembered. Also, the location is not remembered if you delete the hidden desktop.ini file
Try after changing the location of the shortcuts, log out of the user account (exactly logging out and not blocking) - the location of the shortcuts should be remembered

From under the admin account, go to C:\Users and add some symbol to the folder with the name of your regular user. For Windows to lose it.
