Code must be ru-ru, because the folder has such a name.
If russian is normally added to you, then rename the ru-ru folders to russian
You also have problems with languages ​​​​in the admin panel, if you pay attention, some of the variables are displayed not in text, but in the name of this variable text-home, text-enabled, etc.
Look at the error logs, maybe the rights to the folder with languages ​​are set incorrectly, or the paths in the configs.
