1. Remove and install the driver again (if it's not in the hardware, this should be enough).
2. Check the video card power connector.
3. Check the pci-e connector on the motherboard with another video card or put yours in another slot (as I understand it, you have 2 pci-e x16)
PSU does not particularly inspire confidence, it's better to take gold / platinum for 550-600 from a normal manufacturer. Install a clean official Windows image and all drivers from the manufacturer of the motherboard and video card. Update motherboard BIOS.
