Problem with home ISP (Keenetic router): Strange routing/DNS resolution - where is the problem?

Hello,
I have a problem with the provider and / or router, I can not understand where the problem is. Sorry, a little lame, but I'm not a network engineer.
The Keenetic Ultra 1810 router is connected by optics, provider Oblcom. Everything worked fine, until one day the Internet began to "disappear". All addresses start to be resolved in IP 192.168.31.1 (at the router itself 192.168.1.1). External IP remains, there is a link.
It looks like this:

Sometimes rebooting the router helps. Sometimes not. But after some time (sometimes hours, sometimes minutes), everything comes back - everything goes back to 192.168.31.1

Try to leave only Google DNSs - and see if the problem goes away. If this cannot be done on the router, add it manually directly on the end device.

No WiFi hotspot by any chance? For example from Xiaomi
They have just such a DHCP range
