MTS blocked github again?

When trying to clone a repository, update brew (update). A redirect to block.mts... is issued.
The web version is working properly. But it doesn't work in the console. Why, any ideas?

UPD: I ran into the same problem yesterday. MTS provider. I go through another provider - everything works. Today I called MTS, they don’t know anything, they say to check if github banned my IP.
