Problem with bootloader, how to solve?

Today a new server fell into the hands, I started installing Windows Server 2008 R2, but when loading, a bootloader error crashes, what should I do?
I can not reach the disk, the error crashes before the appearance of the menu.

I took the HDD out of the bag (new, .. the fly didn’t sit ...)
On other PCs, Windows Server 2008 R2 was installed normally. (I thought maybe the image was beaten ...)

And how do you install windows server 2008 and in the photo you have a windows 10 bootloader?

With a photo discrepancy - a screen with Windows 10, and a question on Windows 2008R2.
Try to boot from the installation disk, go to system restore and try to restore the boot on the command line.
Also - as an option - boot from external media and see what's going on in \Boot\BCD on the problem server and on a healthy one. Recently I restored the boot of Windows 7 - instead of the bcd file there was bcd.backup.0001 - after renaming everything worked.

Are you installing the OS from a flash drive? If before then check that the port is not usb 3.0
