Problem starting Z490 A Pro -i5 10600 650 w motherboard?

We bought new hardware from 0. They installed everything, checked Bp, everything is normal. (Cooler on the AeroCool Cylon 4 processor) Properly installed the processor according to the instructions! put on thermal paste! We launch our miracle, start the cooler, start the bp. (at first the power supply unit clicked and did not start the system unit) then it started, but the radiator, which was located near the processor, began to get very hot and the power supply unit went into protection and cut off the system after 15 seconds. What could be the problem?????

In anything. If it was "everything is normal" and "correct according to the instructions," then the computer would have earned.
Either some component is initially faulty, or jambs were made during assembly. Maybe they already burned something.
Test the components individually, rebuild everything again.

It was not the PSU that went away, but the Processor goes into protection against overheating.
Does the heatsink on the CPU cover get very hot? Nothing could be dumber, but does the cooler run and cool it down? You just didn't say anything about the cooler...
