Comp lags with excellent performance, why?

In general, such a problem, there is a PC intel i7-10700k + gigabyte b460 hd3 + msi 1660 super + 16 gb ddr4 + 1tb ssd samsung 960 evo. However, the computer behaves strangely, the mouse almost constantly lags and sometimes only calms down, the PC itself also freezes often, in the first place I even mount fullhd, but even this is difficult for him, constantly freezing and so on. That is, it lags even on simple tasks, although the percentage is not used much and does not heat up, I can say the same about the video card. What could be the reason and what are the ways to check what is causing it?

What about the resource monitor for the CPU at the time of lags? How is it with the indicator "% of the maximum frequency"? The indicators for the line "system interrupts" are interesting. What does it mean: "it lags even on simple tasks, although the percentage is not used much and does not heat up, I can say the same about the video card"? What tasks are "easy"? Are there any lags without running operations in applications? Too much emptiness in the description of the problem. Here they tell fortunes on coffee grounds.

if a mouse lags in Windows, then in 98% of cases it is troubles with iron, and in the vast majority of cases - with a disk, look at the system logs in Windows, usually there are a lot of things piled up with such symptoms

I think so, or overheating of the processor. You need to see if the fan is spinning. Or the memory settings in the BIOS are not set correctly. Many Chinese planks have a high frequency. Or maybe a virus. In general, it's hard to say anything without seeing the computer itself live.
