you can try to boot from any live image from a USB flash drive or disk and check the OS.

1. First of all, figure out if the problem is in the hardware or in the software. The cooler itself, as I understand it, is serviceable, but its power circuit may not be. Measure the voltage supplied to the cooler.
2. How did it come to such a life? Those. Was it always like this or did it work before? If there was a period of normal operation of the cooler, then try to remember after what action it ended and roll back this action.
3. If the matter is still in the software, then try, as Sergey Odrikovsky advised , to start from another OS, which is obviously good. Then at least it will become clear whether it is worth digging in this direction.
4. Software can also be very close to hardware - this is the BIOS. It usually has processor temperature monitoring subsystems, sometimes very advanced, with a bunch of cooler modes and their settings. If it is, then look at what is generally configured there, and in what position these settings are now - maybe they jumped off. And in general, it is useful just in case to return the BIOS settings to default.

Reinstalling Windows will not help in any way with hardware malfunctions, they strictly say that for new laptops, the cooler starts up only under serious load, maybe this is your case?

You need to disassemble the laptop, clean the cooler, most likely it just clogged with dust.
Find a video on YouTube showing how to disassemble your laptop model. In principle, it is not difficult. A Phillips screwdriver and a thin plastic card or scalpel are usually sufficient. If not everything is lost with your hands, then you can try it. If you are afraid - bring it to the service.
DO NOT POWER IT ON UNTIL REPAIR!

When you start the laptop, the cooler starts at maximum speed. Later, the turnover decreases. I suspect that the cooler (bearing) is faulty (dusty, no lubrication, etc.), and the cooler cannot spin at low speeds. If possible, get to it and try scrolling with your finger. Should rotate freely. If not, a replacement.
