Problem connecting new users to a network with many WIFI hotspots and MAC filtering. How to be?

There is a network of 12 tl-wa5110g routers in the "wifi access point" mode and ZyXEL Keenetic start, which drives the network. SSID "DS" was created on Keenetic with MAC whitelist and WPA-PSK password.
The problem is as follows:
Trying to connect a new device to the network on access points DS1-DS5, the error "Cannot connect to the network" occurs, while the same password connects perfectly on DS6-DS8 access points.
In the Keenetic settings, the device is added to the "home network" manually and Internet access is allowed.
Devices that have been added before are freely connected to any access point.
What can be wrong?

PS. the password is only for Keenetic. There are no passwords for access points. I don't want to reset to factory. there are 50 users on the network and they will be unhappy.

I don’t know the specific realities, but 50 people at isolated bg points in 2020 are not correct. This was a tolerable decision in 2010. It makes sense to talk to the decision maker about replacing the equipment with something more current, with centralized management and roaming. I myself have recently pissed with boiling water from keenetic. The price of such a move for equipment is about 70k.
If the approval for the move is not received, you can safely deal with dumps, etc., explaining to those who are indignant that it is useless to be nervous about you, there was no money for a normal scenario)
