Problem adding to Bookmarks in Chrome 17 and earlier

The problem is that there is no way to change the folder where the Bookmark is added. The Bookmark editing window (name + link) opens.

Windows 7 64, the problem is observed on both work and home computers!

Has anyone come across? Have you won?

I have another problem. Home netbook with Win7 32 and Chrome 16.0.912.77 stubbornly refuses to sync bookmarks from google account. All other computers with the same Win7 32 and the same version of Chrome sync successfully, but the netbook does not. I still don't understand what's going on.
