You need to set up a PPPoE server with a simple web interface for management. Is there any suitable distribution/project?

Any Linux + webmin, as an option.
Well, or all sorts of specials. distributions like ipcop, smoothwall, clearos, etc.

I can advise pfsense - if you like frya more.
from linux distros clearos, zentyal are quite good.
pfsense is very modest in terms of system requirements, zentyal is rich in functionality, but voracious in terms of resources. clearos something in between

in general, for how many users do you need a pppoe server? mikrotik is good, but it is paid. you can also try ideco ICS, but it's only free for up to 10 users
