Power consumption of Dell Vostro V131 and Windows 8 x64?

There is a laptop Dell Vostro V131 (Core i3 2330m, battery 65 Wh). All drivers are installed the latest (where possible) from the websites of iron manufacturers.
There is a problem of high power consumption only on Windows 8 x64.
Below is the idle power consumption with minimum screen brightness, wireless interfaces turned off, keyboard backlight turned off:
Windows 7 x86 - 7Wh
Windows 7 x64 - 7Wh
Windows 8 x86 - 7Wh
Windows 8 x64 - 10-11 Wh
A small note. I can’t physically check the consumption of all OS on my beech, so the results of Windows 7 x86 and Windows 8 x86 are from a similar friend’s beech. The difference between them is with a friend Core i5, and I have a modem.
The powercfg diagnostic utility showed problems with one of the USB controllers, which for some reason does not go to sleep. Possible reasons are the Gobi 2000 modem and the Validity Sensor VFS5011 fingerprint scanner. The report shows that the scanner goes into hibernation intermittently.
How can you unequivocally catch who is to blame in this situation?
PS: Drivers for Windows 8 have started to appear on the Dell website, but they are not yet available for download.

Well, the drivers for Windows 8 have come out. I
recommend downloading firewood for video and WiFi from the Intel website, from the Realtek website for LAN and a card reader, and from the Dell website for a fingerprint scanner.
With the update of firewood, the problem of increased power consumption on Win8 x64 was solved by itself.
