Well, firstly, "layout and lay out" is not a portfolio of a web developer, but a portfolio of a layout designer. I don't like it when these definitions are mixed, especially when it comes to an inexperienced person who knows technology at an embryonic level.
Secondly, the Internet is full of PSD templates, for this it is not at all necessary to write on the Toaster. BUT there is a slight subtlety here. If you take PSD from free sources, be sure to indicate this in the submission of work. Since it can be unpleasant when "your" "job" is found on a dozen more sites.
And if it’s on business, then I once did this - I registered on the FL.ru website, there were Blogs (I don’t know if there are now or not), I created a topic in the Designers section with an offer to purchase unclaimed design products for a modest fee. Naturally, in this case, when placing the work, there will be no legal subtleties, and you will not be accused of a "foreign" portfolio.
