Popup descriptions of wordpress menu items?

Is it possible to make the descriptions of menu items not displayed under the items themselves, but displayed on hover, or when the page is opened with the ability to close them? For example, I found a similar thing: kushagragour.in/lab/hint but I don’t know how to implement it in practice.

2) If you make a menu with a static description (always displayed under the menu item), how did you make the sane design for very long menu item explanations?
