PMP from windows to linux?

Hey! There is a Winows server with PMP (manageengine) installed, configured with a local postgres database. The server has been running for a very long time, there are quite a few passwords, so the usual import via the web is not an option.
Who faced a similar problem? How to migrate database from windows to linux?

And why is it not suitable to simply pour the base through pg_dump dbname > outfile?
