Why is a scanner on Linux such a pain?

I have been suffering for a long time, periodically I quit and go to get a laptop with Windows, but now I decided to fight a little more.
Installing Plustek MobileOffice S400 on Linux Mint.
Everything is as it should be, according to the instructions, of which the network is full.
# aptitude install sane xsane
Everything is fine, the programs are up and running. But nobody wants to see the scanner.
More precisely, they see him, even almost correctly define him.
# sane-find-scanner

At the same time, it works more correctly with root rights :)

Hello Sergey!
Your scanner is not in the list of supported www.sane-project.org/lists/sane-mfgs-cvs.html#Z-PLUSTEK
I, at one time, when I introduced Linux in schools, simply exchanged scanners with the education department :) They didn’t care , and I got a scanner that works 100% on Linux.
If the scanner is personal, then it’s easier to buy any supported scanner for 500r on Avito (most HP work fine).

@fzfx

maybe there is a separate group of scanner users in the system, to which you want to add a user?
