How to install driver from rescue?

I ordered a new server for myself, but one unpleasant moment immediately showed up: after installing Debian, the server becomes unavailable. In the TP I learned that this distribution is not yet "officially" supported. It turns out that you need a driver for a network card Intel Corporation Ethernet Connection (7) I219-LM.
I was given this link: https://downloadcenter.intel.com/download/15817 I roughly understand how to install it from under the system, but how to do it from rescue?
This is the first time I've come across something like this. Hope for help.

And why exactly from Rescue? Does it not start in normal mode? If not, in Rescue-mode, specify the root directory of the system and install the driver, for example, from a USB flash drive. How to install is written in the README file.
