Pixelation while moving on stream?

I've been trying to solve the problem for several days, tried a bunch of settings in OBS.
In general, I stream through OBS, I attached screenshots with settings and a picture on the stream.
If I set the bitrate to more than 10.000, then the stream starts to lag! :PeepoChick:

Characteristics:
Vidyuha - RX590
RAM - 16GB
Protsak - Ryzen 3 2200G
Internet - 400Mbps

Disable hardware acceleration in obs , check
Above 10k there is no point in streaming. I don't think YouTube or Twitch is accepted.
