Pixel perfect VS Typography?

Sometimes it happens that no matter how you beat your head against the wall, you won’t be able to make PP with text.
Css provides very poor functionality for typography (letter spacing, line spacing, line height)

. No matter how I tried, I did not succeed. It seems that the designer set a different distance between the letters.
Who and how solves such situations?
and it is acceptable if the client requires pp, it seems to work, but 3-4 words are completely cant

A web designer needs to understand how typography works on the web . If he cheated something on the left in his photoshop - this is his cant, let him redo it. That's all, in fact.
That is if the difference is large. If the difference is half-pixel, then this is normal, fonts are rendered differently both in different browsers and in different OS.
