Physical RAM limit in linux?

In short, there is a vps with 60GB of RAM and the same amount of swap, as well as a 260GB SSD.
The bottom line is this: when the threshold of 512MB of RAM (NOT swap) is exceeded, the system cuts down the process (I think they figured out what kind of provider it is, if not, I’ll say it’s PaaS).
The question is: how to force the use of a huge swap without touching the RAM (you can take the same 512MB from the RAM as a maximum)?

Start by understanding what a swap is. Come to the conclusion that you need to write your own memory manager inside the service, understand that this way will critically slow down the service / is impossible to implement by current forces. Change host.

PaaS is designed for exactly this kind of behavior. You do not have a VPS, but PaaS, which is why it costs other money.
If you want to use all 60 GB of RAM, plus Swap, pay for the whole VPS.
