phpstorm, default encoding for projects

I am working on 2 projects, one is all in windows-1251, the other is in UTF-8.
The phpsotrm help says that you can set the default encoding for the entire project folder in

Settings-> File Encodings, in the bottom list.

However, this does nothing and the encoding when opening is always = the encoding set for the IDE in the list. You have to change the IDE encoding every time (top list).
Glitch or am I missing something?

decided. It turned out that ide encoding overrides the settings for projects. changed to system default, set w1251 and utf8 to projects.

There is a window in which the folder with the project.
You need to click on it and assign an encoding.
As far as I understand, you can even assign an encoding to different folders within the same project.
