How to solve the problem in wordpress template encoding?
Brief annotation.
There is a pattern. It is configured to output and create a catalog of companies or something else. Companies have as their card, (in which I drive in the data). Also, categories are created for these companies, and so these categories are displayed with krakozyabry if you use the Cyrillic alphabet. (Screens below). All dances with a tambourine to change encodings to utf-8 did not lead to anything.

Can anyone come across this? I will be grateful if you help. I already have such a second template buggy. As I understand it, all this was done on taxonomy, with its settings I'm not very strong.
