Photoshop setup and touchscreen?

Faced with a problem with touch touches, drawing in Photoshop turns out only when you move your finger from behind the sheet, when you touch directly on the sheet with a brush, you can see that the pointer changes to a hand for dragging and nothing happens, this problem arose only in Photoshop, in Illustrator all right. Has anyone had a similar problem and how to solve it? Thank you!

The problem, in my opinion, is not in FS, but in the touch input settings of the system.

I also do not have a touch screen in Photoshop CC, but they work from the button sensor. I am using a Lenovo touch screen laptop.
Install Touch Zoom Desktop utility and in Pinch - Mouse settings change Touch to Touch mode to Touch to Mouse mode. Turn on mode. Now the screen and buttons work on touch, and the mouse works. More in this video:
