Photoshop: Is it possible to make a vector image?

I made a fairly simple icon, (1200x1200 px) white, on a transparent background (horizontal and vertical text), tried to save according to the instructions (found on the web), but the vector image never came out, the format is like that, but when enlarged it’s immediately clear that the vector did not smell ... I even added it to the "arbitrary shapes" on the Photoshop panel, i.e. as a vector in theory, it has been preserved, but now I don’t know how to make it 120x120 and vector.

I'm not strong in the vector, but there are paths in the shop, if you draw for example with a pen and save as paths, then this will be a full-fledged vector.

If I were you, I would save it as a high quality PNG.
And some online converter translated into SVG.

Or whatever format you need.

And according to what instructions did you save it?
You can extract the vector from Photoshop using the File-> Export-> Paths to Illustrator function, you get an .ai file that can then be opened in the chandelier. You can also stupidly save the PDF and open it with the same chandelier. The chandelier can then save the shape in any vector format.
