Why programs (Word, Photoshop,..) do not see the font?

Windows 7 64bit, Photoshop 19 portable, MS Office 2007 normal installation,..
I install Raleway fonts (fonts contain ttf,oet,woff formats):

RalewayBold
RalewayExtraBold

RalewayMedium

fonts like this, click on the .ttf file and press install, the files are installed and get into the Windows \ Fonts folder, I checked they are there, at the same time I just copied the oet and woff formats there, I know that it’s superfluous, but the attempt is not torture - it didn’t help.
I launch the FontMassive program, it sees the files, I try to install through it, it says everything is already installed.
I go to the Control Panel > Fonts, I check, the fonts are there and they are installed
. I tried to restart the computer, it did not help either.
To import into Photoshop, it is recommended to create a shortcut to the folder with fonts, and put it in c:\Program Files (x86)\Common Files\Adobe\Fonts\ but firstly I have Photoshop Portable, and secondly I need fonts not only in Photoshop.
I also read that it seems like Windows does not see more than 500 installed fonts, I have 800 of them in the folder now. Is this the case or if so, where can I get something that will remove all fonts from me, except for the standard ones.

I picked up Windows 7 32bit on a virtual machine, threw in fonts, portable Photoshop and Word - everything works fine on it. I tried to remove all fonts and rewrite from the virtual machine, but it did not help.
It looks like something with the system, all the same, it worked for 4 years.

If the bold file + launcher, then by opening the file you go to the desired directory, enter "*" in the file name field and press Enter, then drag your fonts into the file open window.
Well, in the programs themselves, fonts can be filtered according to various criteria.
