Phone notifications with MikroTik?

Hello. There is a Mikrotik with a 4G modem connected to it, from which the Internet is received. It also ran a script that sent various notifications about the network to the Telegram bot via api. But since April 2018, Telegram has not been working in Russia, and, accordingly, the script has become useless. Question: is it possible to implement the same in other services/messengers?
PS Yes, I know that you can use vpn, but free servers are not very stable, especially when you need 24/7 offline work, and you don't want to spend money on paid vpn.
