Phantom Gaming b365m black screen?

I start up a newly built NEW PC, and the monitor has a black screen. A whole NOTHING happens on the screen, and the iron is still glowing, the coolers are spinning. The speaker is silent. POST panel - boot lights up for the first 20-30 seconds (it's understandable, because the OS is not installed, and the BIOS does not load), after that it stops blinking. All components are new, from the DNS store.
Attention!
1. HDMI wire and monitor 100% nothing to do with it
2. Swapped the RAM, it didn’t help
3. The processor heats up, it means it works (the legs are also in order)
4. The video card is connected as it should, BUT the fans spin only at the beginning (after they stop spinning , but its backlight is on)
5. I connected another video card (without additional power) and nothing either ... (therefore, I doubt that the point is that there is not enough 650w block to start)
6. BIOS firmware has nothing to do with it (already reflashed in the store). Yes, and the processor is not old, that is, support should be “out of the box”
anyway 7. I tried to change the processor: I installed i3 and it didn’t work - everything is the same
8. The mother’s bridge is warming up, so it seems to be working too!

Upd2: Solved the problem. The problem was a motherboard failure. The store didn't know for sure. Changed. Everything is already working.
