PermitRootLogin no, how to restore root access?

In /etc/ssh/sshd_config, the parameter is PermitRootLogin no, how can I return the ability to log in as root. The user rights under which there is access is not enough to edit the ssh config.

Can you log in as normal? Type sudo su under it and you will be under the root.

If this is a normal user, then nothing - just go to the console, log in as a root and edit the config. Well, or break the server :)

in ssh_config added the line PermitRootLogin Yes rebooted, no access as root, what has changed in new versions, why I can not log in as root.
