PC won't turn on, what should I do?

Hello everybody. such a problem, the pc turns on, the coolers work, the bios seems to give a signal, but there is no image. I turn off the PC and everything is on a new one, or maybe it turns on normally. Could it be that the power supply sometimes gives voltage to the video card, and sometimes it doesn’t? , one more fact, when you connect the headphones to the usb wire, they hear white noise, crackling.

These things are easiest to check using known-good components. But few people have a spare PSU of the required power lying around at home, an extra video card, etc. So it's better to service. Well, or to a particularly thrifty friend!
According to the symptoms of PD, it seems like the first candidate, since sometimes it still starts, but this is not accurate. You need to check everything before you go to the store for a new one.

If the coolers are spinning, everything is beeping, but there is no image - I would first of all look towards the video card. If you have integrated graphics - try to remove the video card and connect the monitor to the integrated graphics output. If everything starts, then something with the video card.
If not, the best option, as mentioned above, is to try to replace the components with known good ones. But if there is no such possibility, try to disconnect everything from the mother, the video card, memory, hard drives, and turn everything on. Then turn on and off one by one. So-so way, but if there is no other option, then we proceed from what we have)

Well, if you have a multimeter, then try to measure the voltage at the connector outputs. You can also do a test (in Aida) and see if there is a drawdown in nutrition.
