PC configuration?

I don’t follow the hardware at all, so I ask for advice on the configuration of the system unit (rather, the choice of processor and motherboard for it + case).
Wishlist:
- low noise
- work without external (PCI-express) video (with the possibility of installation if necessary)
- installation of more than 4GB of memory
- usb 3
- reliable components
Will be used for work (development, database, documents, etc.) ), video, I play a little.
Budget. For 3 components, I think up to 15t.r.

Processor: AMD A6-3650 (3000 rubles), AMD A8-3850 (3600 rubles) or AMD A8-3870K (4000 rubles), all three with more than decent integrated graphics core. An overview of the first two can be read here .
Motherboard: MSI A75MA-G55 (2400 rubles).
Case: Cooler Master 690 II Advanced (3400 rubles).
Total 8800 - 9800 rubles.

I did not pick up the case, because this case is too individual, but the remaining about 5k rubles allow you to choose. I would go with something like CoolerMaster's HAF series if just quiet or something custom made with 1 large adjustable cooler if it's as quiet as possible.
For silence, you still need to think about the CPU cooler. Take any super cooler with low revs and massive valves and radiators with heat pipes (so that reviews are quiet).
SSD for silence IMHO too much, but I always used HDD of one western company and the noise from them never bothered me.
