It doesn't seem to me that buying a 3090 is a rational step: a meager performance boost compared to the 3080, but the price is twice as high. 3080, of course, it will be necessary to wait ....
As for the K processor and the top-end mother - the same considerations. Why overpay and then go broke on a kilowatt PSU if you don’t notice the difference in games (as I understand it, the computer is going to “play”)?
With such a solid budget, I would not take an hdd at all. The SSD is kinda small. Better take M2 from 500GB for the system and SATA SSD for file storage.

SSD - more. HDD is not needed.
The rest is ok, but you can save a lot without much performance loss.
