Paypal and sanctions in Russia?
From the USA they are trying to make a transfer to my paypal registered in Russia (St. Petersburg). On the sender's side, a notification is received that it is impossible to send to Russia due to political sanctions. For the first time I hear that in Russia (except for the Crimea) Paypal did not work. Has anyone else experienced this?

I wonder why. PayPal is an officially registered legal entity in Russia. They have nothing to do with politics, they do not sponsor terrorism. So your sender is missing something. Let the screenshot send error messages. If your fears are confirmed, call the Russian support and ask for clarification, they will competently advise there.
they give out this:
they say that they contacted the account manager and he confirmed that it is impossible to send to Russia. Located in the state of "Oregon", if that.
It's not pure. Maybe you don’t have a Crimean one))))) It seems to me that Paypal is not of the scale to put pressure on sanctions through it.
"Yeah, evil Russian. You don't buy an iPhone on ebay anymore. Paypal sanctions America is a great Nazi. Haha Russian Lancer. You don't withdraw the American dollar from upwork."
Call off Russian and figure it out. Although, as far as I remember, ebay transfers data to Russian data centers, everything should be fine
