Payoneer and PayPal. Withdrawal options in 2019?

I wondered how to withdraw money from these sites is safer. Below is how I see it. I ask you for advice, that you can offer more / criticism, if any of my points is erroneous, and I am mistaken in something

I accumulate about $ 1k-1.5k per month on platforms, from where I withdraw everything to PayPal or Payoneer
1. Payoneer.
Following the latest edition of 115-FZ, art. 6 clause 1.5, it is not possible to withdraw $ through an ATM.

Buying in regular stores is not included in the list of exceptions.
I only see 1 option.
Go to Georgia (the closest, and you also need to rest) a couple of times a year and withdraw $ there. And then exchange money in small amounts, if necessary, on the territory of the Russian Federation (up to 40k rubles, banks usually do not require a passport, 173-FZ).
2. Paypal
A year and a half ago, when I didn’t really ask myself this question, stupidly I went through the identification of a stick. Following 161-FZ Art. 10 p. 5.1

I don't break the rule, I don't hold more than 60k. Through 2 accounts, to which 2 cards are linked, I withdraw money from there for +\- 8k rubles. per card per month. I plan to get a couple more cards of a small bank to display a stick on them.
Maybe the amounts are small and I'm bothering, but something has become exciting lately :)

This is if you are billed in dollars and the seller receives them on his account. And so - you are billed in rubles and rubles come to him. It doesn't matter what currency you have on the card.
In fact - during the operation you sell your bucks to your bank for rubles and send these rubles. Or - send bucks to the seller's bank, he buys them from you for rubles (he can) and gives these rubles to the seller.

- On transfers, withdrawals and conversions, commissions through all these payoneers, you will eventually lose plus or minus the same amount.
- Suddenly, individuals also have to pay taxes. Where the interest rates are higher. Do not pay - it means you are evading taxes, that is, you are violating the law and is a commonplace criminal. Legally. Yes, it is unlikely that the tax authorities will catch you on small amounts through payoneer, but this does not change the fact that you are breaking the law - you receive income as an individual and evade paying taxes on this income.

It's all bullshit. You take a payoneer card, go to the nearest airport / 5-star hotel and withdraw dollars from ATMs. And then you can change them in banks

Look for an ATM with currency, insert a Payoneer card, withdraw dollars, go to the bank, exchange it for rubles. If the amount is up to 40t.r. you don't need a passport.
