Payment via upwork?

Hello. There is a client from Germany. The work was done, for which it is necessary to transfer to Belarus about 1K euros one-time.
The question is how to do it in the most efficient way without breaking the law? The client definitely needs an invoice, on the basis of which he will transfer money.
Can anyone suggest options?
So far, from what comes to mind - to spend money through upwork. Neither he nor I have accounts there - this is the first minus. The second minus is that it is not clear whether it is possible to issue a normal invoice for him through upwork. The third disadvantage is that it is not clear how much interest will be charged from me / from him for the transfer and subsequent withdrawal of funds.
Maybe you can somehow officially transfer money to Belarus one-time for work and at the same time I don’t have to register as an individual entrepreneur?

Ask anyone with an IP to issue an invoice and accept money.
In general, an invoice is just a piece of paper, you can make it in a Word
