There was a need to pay for a site subscription through a bank using a generated invoice. After reviewing Paypal, I realized that the client must either have a Paypal account or pay with cards.
Are there systems that will allow you to go to the bank and pay the bill (Clients mostly from Norway)?

Through the bank you will be allowed to pay only if you have a legal entity in Norway and only to an account in a Norwegian bank.
It is not clear why, it is hard to believe that there are problems with the cards.
As an option, google, maybe they have analogues of our iboxes, the same cash transactions, although the commissions there are sad.

Using the SWIFT system, they can easily transfer to a bank account. But there is a decent commission, and in different banks it is different. For example, I recently needed to transfer money to a bank account in Germany, so the minimum required for the transfer was 15 euros. Paying with cards is much more convenient and cheaper (they all have cards), and it’s even more convenient through Paypal (I think many people also have them).
