Is it possible to pay for a Google developer account with rubles? (for example, Google will charge the equivalent of $25 in rubles from my card).
If not, which of the virtual cards is better to use?

It is possible, anyone.
Easier - Yandex or by issuing in Internet banking (personal account) of the bank in which you have an active plastic card, a virtual card.
It is better to pay immediately through PayPal.
