I want to add in-game purchases to my application, but for this I need a google play seller account. I want to register it as an individual. Is it legal? (I'm from Russia) What problems can arise? What to write in the fields "Company name", "Company address"? I would like to hear the answer from those who already had a positive or not very positive experience.

Google absolutely does not care how you register. You can even change in the process, if you registered for a company, and then you can’t withdraw money, because. for companies, withdrawal is possible only to a foreign currency account. For individuals, there are several withdrawal options, at least you can choose the right one.
But relations with your native state are already your headache. There is no 100% legal and low-cost algorithm. Anyway, I didn't find it.
