Paste( Ctrl + v | Paste) not working in some PhpStorm windows?

Some time ago, `Paste` ( Ctrl + v | Paste) stopped working in PhpStorm windows.

For example, in the template creation window

or in the commit message window.
And `Copy` works from these windows.

In other windows everything works.
