They are automatically visible if the file is included.
Judging by the fact that you have it yellow - the storm does not see the file. Check it.
It is also possible that your variable in the file has a different case - Users and users are different variables.
Also - show the head.php file to check exactly that the $Users variable is there. Maybe it's in some function, or is it a class, not a variable?
