Override some files in chrome with local ones?

Good afternoon.
Design the front. The debug js file weighs 13 megabytes and it takes 15 seconds until it reaches the server and returns, which is a very long time. There is no way to debug locally. Can I somehow make chrome take it locally, but the page thought it was downloaded from the server? If so, how?
