Overloading VDS with OpenVZ?

Can the hoster make claims if I bought a server on OpenVZ and loaded it 100%. Where can I read more about this technology? I heard that on it, unlike KVM, sites can affect each other's performance. To what extent and how does it all usually happen and be regulated? With hosting, it’s clear that you just have a limit, but here it seems like the whole server is mine?

So the hoster will restrict you if he needs it and if it is written in your tariff plan.
