Output from Upwork. Does anyone receive a local account from QIWI bank?

This is the third time I withdraw money from upwork to a bank account, and the third time it comes from Qiwi Bank. Moreover, it is indicated in the purpose of payment "Private transfer, Without VAT.".
What does it all mean? Type from physics to physics money came?
I saw that people come from Rapida, but I didn’t see a bank from Qiwi.
