Start by recreating from scratch. It happens that people copy the text with an already corrupted encoding (copied from a letter to a notepad, then opened the program "my pink notepad 2003", copied and pasted into the mail) and replace a couple of sentences. If recreating from scratch does not help, then you can check the encoding for outgoing files (put them in UTF-8). And enable cache mode.
I would also advise not to insert Russian quotes into the topic, but the screenshot shows that this is not your case.
