There are many excellent options - outliners, but they are either online solutions: Workflowy is very
good , but it is paid and lacks a number of important functions, for example, adding various attributes to nodes - color, tag, symbol. OmniOutliner looks great , but it's only for Macs. Do you know a good solution for Windows, with a desktop version?

In Workflowy, tags can be set using #tag and @tag.
There is also a good Dynalist. You can paint nodes there. It is convenient to move nodes via Move to...
